Remove all Scheme Tokens and recruit a permitted Event Card with cost equal to or less than the number of Scheme Tokens removed.
This can be used to recruit a variable cost Event Card as long as the final cost is equal to or less than the number of Scheme Tokens removed.
The card recruited is Hidden Information.
